Why is hollow rubber tubing or bands used for exercise resistance tubes in stead of solid rubber ?

There are a couple of reasons that come to mind. One is assembly. There are more ways to assemble tubing to make fitness items than there are with solid cord. For example, tubing can be slipped through and into an eye of a grommet then plugged to prevent it being pulled back through. Solid cord can't be plugged. The other is based on what I have been told by fitness experts in the professional industry. A dipped natural rubber latex product is preferred for strength and durability. Professionals are the serious users. Solid cord can't be a dipped from latex. It can only be extruded. Keep in mind the professional market is different than the retail market. You can go to a retail store and see just about anything used.
